Parish Council Finances

Treeton Parish Council is committed to being open and transparent about how public money is managed and spent. This page provides information about how the Council manages its finances, the safeguards in place to protect public funds, and how money is used to support the village and its residents.

The Council’s finances are managed on a day-to-day basis by the Responsible Financial Officer (RFO), who is the Parish Clerk. Financial matters, budgets, and spending are regularly reviewed by the Parish Council to ensure funds are used responsibly and in the best interests of the community.

To ensure accountability and compliance with financial regulations, the Council’s accounts are subject to independent scrutiny each year. An independent internal auditor reviews the Council’s financial systems and procedures, while an external audit is carried out by an auditor appointed independently of the Council in accordance with national regulations.

Setting the Parish Council Budget

Each year the Parish Council sets a budget to support the services and activities it provides for the community.

The budget planning process typically begins in late summer, when the Parish Clerk prepares a draft budget based on expected income, expenditure, and the needs of the parish. This draft is reviewed by councillors and discussed at Parish Council meetings before a final budget is agreed.

The Council then sets its precept in January each year. The precept is the amount of money the Parish Council requests from Rotherham Metropolitan Borough Council, which is collected as part of local Council Tax.

Parish Council Income

The majority of the Council’s income comes from the parish precept, which helps support a range of local services, facilities, and community initiatives within Treeton.

For the 2026/27 financial year, the precept set by Treeton Parish Council is:

£72,100, which equates to approximately £75.44 per year for a Band D property.

In addition to the precept, the Council may also receive income from:

  • Rental income from Parish Council facilities
  • Grants from external organisations
  • Community event income
  • Bank interest

These funds are used to support the Council’s work, maintain local assets, and invest in projects that benefit the residents of Treeton.

  • Annual budgets
  • End-of-year accounts
  • Audit reports
